Mayor Janice S. Mironov and Council Members on April 19 adopted 2016 Municipal Budget containing NO TAX INCREASE. Mayor Mironov stated that, “The 2016 East Windsor Municipal Budget has NO MUNICIPAL TAX INCREASE for the third year in a row. Thus, the 2016 municipal tax rate component remains the same for four consecutive years, at the rate of 43 cents per $100 of assessed valuation for 2016, 2015, 2014 and 2013. For the average current residential assessment of $258,052, the 2016 municipal tax is $1120.”

Mayor Mironov continued, “The East Windsor municipal component of the total local property tax bill remains at less than 15%. The East Windsor municipal tax component is among the lowest amounts in the entire region and well below the statewide average.” Mayor Mironov added, “And yet we continue to deliver a very high quality level of services to our residents.”

Mayor Mironov stated, “This is a fiscally conservative budget document which well serves our community and retains all existing service levels. East Windsor has worked hard to keep our spending levels tight and continually seek out additional efficiencies, cooperative purchasing avenues and service sharing opportunities, and maintained a very low debt level. This positive outcome results from the pro-active efforts of the Township to carefully plan and to closely monitor expenditures and revenues throughout the year.”

Mayor Mironov also noted that East Windsor has been highly pro-active in supporting existing business and seeking to expand business opportunities and attract new commercial retables. In addition to many new stores and restaurant openings and brand new retail developments as The Shoppes at East Windsor and Galleria at Twin Rivers and Lightbridge Academy, East Windsor’s current major projects include among others another Shiseido expansion (to 311,000 square feet), Hovione expansion doubling their size to 50,000 square feet, Aurobindo Pharma (563,000 square feet), and redevelopment of the former NL site (635,000 square feet).

The 2016 municipal budget of $21,552,312 is 1.17 percent more than the 2015 approved municipal budget of 21,302,983. The 2016 municipal tax levy amount is well below the available state cap levy amounts. While the Mayor and Council have introduced a no tax increase budget, the available tax levy allowance would enable a further increase of $1,724,864 that is an additional 6.3 cents on the municipal tax rate.

Mayor Mironov noted that, “At the same time, the State of New Jersey continues to unjustly divert millions and millions of municipal dollars which should be going to towns for property tax relief. This State practice of withholding these property tax relief funds from our taxpayers needs to end.”
